Q: Why is the use of opaque garbage bags prohibited?

A: From an environmental perspective ~

The main purpose is to increase the amount of resource recycling. Currently, the recycling rate is only about 30%. Since many people choose convenience and are unwilling to sort their waste, this increases the burden on incinerators. Encouraging the use of transparent plastic bags can help improve the recycling rate.

From a safety perspective ~

In the past, many people disposed of glass or hazardous items—such as an incident where a container of sulfuric acid was placed in an opaque garbage bag. When the garbage truck’s compactor was operating, the sulfuric acid splashed out, melting the bag and nearly hitting the sanitation workers. There are also other dangerous objects that, when placed in opaque bags, cannot be seen. Frankly speaking, it’s impossible to open and inspect every single bag. Banning opaque bags is also intended to make the work environment safer for sanitation workers.

From an economic perspective ~

Currently, about 70% of Tainan residents use transparent garbage bags, while 30% use opaque ones. There are many reasons for using opaque bags, but some cases involve mixing industrial waste with household waste in order to save on waste disposal fees. This attempt to save a small amount of money ends up increasing the burden on sanitation workers and waste management operations.

Starting from January 1, 2022, those who do not comply will have their garbage refused by the sanitation team and will be asked to make corrections. Only those who persist in non-compliance will be subject to penalties.

Garbage bags that allow the contents to be identified include regular semi-transparent garbage bags, red-and-white striped plastic bags commonly used in markets, and various colored semi-transparent vest-style bags.

Opaque bags include flour bags, feed bags, rice bags, cement bags, and similar types.

Therefore, the public is encouraged to make greater use of semi-transparent plastic bags from their shopping for garbage disposal instead. The original opaque garbage bags can be used to hold recyclable materials and be reused.
